Public procurement is considered to be an area particularly prone to corruption. For this reason, there are certain principles and requirements, as well as specific safeguards that must be observed in this field in order to avoid and/or reduce any emerging phenomena of corruption or mismanagement. In a state that adheres to the rule of law which is truly transparent and accountable, the government and public bodies must spend public money in strict compliance with national and EU law. These laws aim to prevent the squandering of public funds, and to avoid taxpayers’ money ending up with individuals and legal entities that have privileged or clientelistic relationships with power.
