In a state governed by the rule of law, every person has the right to the freedom of thought, conscience and religion. The right implies the freedom to change one’s religion or belief, as well as the freedom to manifest it, individually or collectively, publicly or privately. It also includes conscientious objection and protection of those who do not wish to serve in the military.
