European Funds and Fundamental Rights Violations in Greece
30 • 04 • 2025

This report on Greece is part of the project “EU Funds for Fundamental Rights (FURI)”, which is funded by the “Citizens, Equality, Rights and Values” (CERV) programme of the European Union (EU).

One of the primary objectives of FURI is to raise awareness regarding the binding application of the EU Charter of Fundamental Rights (the Charter) and the UN Convention on the Rights of Persons with Disabilities (UNCRPD) in European funding.

At the same time, the project seeks to strengthen compliance with these binding legal instruments by improving the readiness of competent authorities and stakeholders to monitor and, where necessary, take corrective measures.

In this context, this report examines the key areas where EU Funds intersect with persistent human rights challenges in Greece. Emphasis is placed on the rights of applicants for international protection, persons with disabilities, and Greek Roma, as vulnerable groups. In particular, the report focuses on issues related to access to the territory and the asylum procedure, inclusive education, and independent living within the community.
