In spring 2017, the Ombudsman published the special report “The challenge of migration flows and refugee protection – issues of administrative management and rights”, in which the Authority presented its findings on the management of population flows, with particular emphasis on the period from the explosion in the number of third country nationals on the move (2014 – 2015), up to about one year after the implementation of Joint Statement E. EU-Turkey Joint Declaration (2016), aiming to highlight the degree and level of response of the Administration’s structures to the demands of the phenomenon.

Seven years later, it returns with the report “The Challenge of Migration Flows and Refugee Protection – Reception Conditions and Procedures”, which is a new, updated assessment of the situation, focusing on the conditions and administrative procedures for the reception of applicants for international protection.

The report, presented on Wednesday, 3 April 2024, at the Conference: “Policies on Migration and Asylum: Challenges and Perspectives”, includes findings of autopsies in Reception and Identification Service structures, as well as recommendations on reception conditions and procedures. The findings and observations focus on individual topics such as facilities and infrastructure, medical and psychosocial services and other benefits, reception and asylum procedures, training and activities, unaccompanied children.

The report is one of the actions of the project “Providing expertise on fundamental rights to actors active in the fields of asylum and migration”. The project benefits from co-funding from EEA Grants (European Economic Area Financial Mechanism 2014-2021), representing the contribution of Iceland, Liechtenstein and Norway to a green, competitive and inclusive Europe, and from national resources.
